The Yamuna Expressway Industrial Development Authority (Yeida) has approved the layout plan for the proposed Film City in Greater Noida’s Sector 21, clearing the way for filmmaker Boney Kapoor-led Bayview Bhutani Film City Private Limited to begin construction.

Bayview Bhutani submitted the layout plan for approval on Dec. 24, 2024, as work could not commence without the necessary clearances. Yeida officials confirmed that the plan was reviewed by the planning department and a high-level committee before receiving final approval.

The authority has mandated that the concessionaire obtain additional approvals for parking, landscaping, horticulture, and phased development. The developer must also establish a film institute and secure a GRIHA 4-Star or IGBC Gold certification to promote environmental sustainability and reduce the carbon footprint during construction.

“We have approved the layout plan, allowing construction to begin. However, the concessionaire must adhere to the specified terms and conditions,” said Arun Vir Singh, Yeida’s chief executive officer.

The Film City, an ambitious initiative backed by Uttar Pradesh Chief Minister Yogi Adityanath, spans 1,000 acres, with the initial phase covering 230 acres. The project, estimated at ₹1,510 crore, is expected to take eight years to complete.

Developers plan to hold a foundation-laying ceremony soon, with construction projected to begin in February 2025. “We are working on finalizing a suitable date when government representatives and our team can participate in the event,” said Ashish Bhutani, CEO of Bhutani Group.

Due to the state government’s involvement in the Maha Kumbh event, which concludes on Feb. 26, the foundation ceremony is likely to take place after that date, officials said. Chief Minister Yogi Adityanath may also attend the event.

The layout includes essential infrastructure such as an electrical substation, sewage treatment plant, water tanks, and an energy center. A 12-meter-wide setback line will be implemented to maintain proper building spacing, aligning with urban planning guidelines.

Additionally, the Film City will house a film institute offering technical training in filmmaking, acting, music, and cinematography. Advanced equipment will be available on-site to support productions.

Kapoor emphasized that consolidating these facilities under one roof would help reduce production costs, making essential services more accessible to filmmakers.

To accommodate extreme weather conditions, the project will feature air-conditioned indoor shooting spaces. The newly developed studio floors will range between 40,000 and 60,000 square feet, allowing for large-scale sets and diverse backdrops.

Officials anticipate that the Film City will significantly boost the region’s entertainment industry, attracting filmmakers and industry professionals from across the country.
