The Chief Minister of Haryana, Manohar Lal Khattar, unveiled a revolutionary portal called ‘Web Halris’ that enables the automatic generation of mutations following land registry. This portal aims to streamline the mutation process and ensure greater transparency. CM Khattar emphasized that this initiative fulfills one of the key election promises made by the Bharatiya Janata Party (BJP) during the 2019 assembly polls.
With the introduction of this portal, the mutation of any property or land will now occur immediately after the completion of the registry. The details pertaining to the mutation will be readily available on the portal, accessible to the general public. This move is aimed at expediting the process and reducing the bureaucratic hurdles that citizens previously faced.
CM Khattar highlighted an essential feature of the portal—within a period of ten days, interested parties will have the opportunity to raise objections to the mutation. In cases where objections are raised, the mutation will be considered contested. However, if no objections are received within the stipulated time, the mutation will be automatically approved.
Initially, the scope of digitized mutation includes land transactions such as sale, mortgage with possession, family transfers, and gifts. This implementation represents a significant step towards transforming the archaic mutation process into a seamless and efficient digital system.
Moreover, CM Khattar announced the expansion of registration authorities. In addition to tehsildars, sub-divisional magistrates and district revenue officers (DROs) have now been granted the authority to register properties in their respective tehsils. This move aims to decentralize the registration process and enhance accessibility for citizens. CM Khattar further assured that a new system will be introduced soon, allowing property registration to take place anywhere within the district.
In the past, obtaining a mutation was a cumbersome task, often involving arduous procedures and delays. However, with the advent of this digital platform, the Haryana government endeavors to alleviate the challenges faced by citizens. The focus is on ensuring a swift and efficient mutation process while working towards resolving contested mutations to minimize litigation cases.
The government’s commitment to digitization and leveraging technology to enhance public services is evident through these recent reforms. By bringing the entire mutation process onto an IT platform, the administration aims to simplify procedures, reduce delays, and address the grievances of the people effectively. This transformative step marks a significant milestone for Haryana and sets a positive precedent for other states to follow in their pursuit of administrative modernization and digital empowerment.
