UP Govt Approves Yeida’s Master Plan 2031 Phase-2

GREATER NOIDA — Uttar Pradesh government has approved Master Plan 2031 Phase-2 for urban development across Aligarh, Mathura, Hathras, and Agra along the 165-kilometer Yamuna Expressway, Yamuna Expressway Industrial Development Authority (Yeida) announced Monday, as reported by Hindustan Times.

The plan focuses on urban expansion in these districts, aligning with the anticipated operational launch of Noida International Airport in April 2025. Officials said Yeida aims to accelerate infrastructure growth and urbanization, particularly in the industrial, residential, and commercial sectors.

“With this approval, Yeida will fast-track crucial projects, including the Heritage City in Mathura’s Raya Urban Centre and the Logistics Park in Aligarh’s Tappal-Bajna Urban Centre,” said Yeida Chief Executive Officer Arun Vir Singh. “The approval is in line with the operational launch of Noida International Airport in April 2025, anticipated to act as a major catalyst for the region’s economic growth.

The authority will now pace up the land acquisition and project execution across these regions, marking the end of years of administrative delays and setting the stage for comprehensive urban growth along the Yamuna Expressway.”

Yeida’s jurisdiction covers 3,352 square kilometers across six districts: Gautam Budh Nagar, Aligarh, Mathura, Hathras, and Agra. The authority oversees urbanization across 1,149 villages, with development divided into two phases. Phase I spans 759 square kilometers in Gautam Budh Nagar and Bulandshahr, while Phase II covers 2,593 square kilometers across Mathura, Agra, Aligarh, and Hathras.

First proposed in 2012-13, the Master Plan-2031 Phase-2 remained pending for over a decade before receiving approval. The state government had previously sanctioned two key urban centers under the plan in 2017 — the Raya Urban Centre in Mathura and the Tappal-Bajna Urban Centre in Aligarh.

A major hub for cultural and religious tourism in the Braj region, the Raya Urban Centre’s development area was expanded from 9,366 hectares to 11,653 hectares following an amendment in October 2024. A highlight of the expansion is the proposed Heritage City project, spanning 753 hectares, with an estimated cost of ₹7,200 crore. Yeida will provide land for the project, while a concessionaire will oversee development costs under a 70-year concession model.

Located near Noida International Airport in Jewar, this urban township will feature a 364-acre state-of-the-art Logistics Park to support the increasing cargo demands of the National Capital Region (NCR). The park is expected to serve as a major hub for industrial growth and supply chain enhancement.

Spanning 10,500 hectares along the Yamuna Expressway, the New Agra Urban Centre will focus on commercial and tourism-driven development. Plans include commercial spaces, tourism infrastructure, and recreational zones while ensuring compliance with environmental sustainability practices under the Taj Trapezium Zone regulations. Yeida has engaged a private consultant to draft a comprehensive master plan, expected to be completed within nine months.

Yeida is in the process of appointing a consultant to prepare a detailed project report (DPR) for the proposed urban centre in Hathras. The exact development area is expected to be finalized soon.

With the Master Plan 2031 Phase-2 now approved, Yeida will expedite land acquisition and project execution, aiming to drive economic growth across the Yamuna Expressway corridor.
